Housing should be cheap and affordable to urban dwellers and rural people alike. Cooperatives and home ownership societies should be supported by government to enable medium and low-income earners build their houses. I am also of the opinion that mortgage financing should be further developed and enhanced through government support and private investment by banks and employers of labour if the millennium development goal of full housing delivery is to be achieved by 2015.

One of the key sectors that the Nigerian National Economic Empowerment Development Strategy (NEEDS) document addresses is that of housing development.
Balat's shelter policy consideration is appropriate considering the importance of the need for good and adequate housing to national development.
Senator Balat's vision addresses this issue and goes further in proposing a coordinated framework for the involvement of the public and the private sectors to address the demands of the housing amongst other sector.
